Communications in a work zone are controlled by the person in charge of the traffic control plan. The supervisor is the one who may provide radios to flaggers because they oversee the entire operation, ensure radios are available and working, and can assign the right channels and procedures. This setup keeps the flow of information under a clear chain of command, so instructions to stop, slow, or adjust traffic can be issued quickly and safely when conditions change or an incident occurs. While flaggers may use radios when issued them, and police or the crew might have their own devices for other purposes, it’s the supervisor who formally distributes radios to flaggers to maintain accountability and reliable communication.
