After the first vehicle has stopped, you position yourself at the centerline of the road so you can clearly see traffic from both directions and signal when it’s safe to proceed. This central position gives you the best visibility and control to manage the flow through the work area, coordinating when the line of vehicles can move again and keeping approaching drivers aware of your signals. Returning to the shoulder would reduce your visibility and control, stepping into the travel lane to check on drivers is dangerous, and moving behind the stopped vehicle places you in a poorer position to observe and respond to oncoming traffic.
